Our Associates

Work for the Space Infrastructure is conducted by a select group of experts.  These are people who have visibility into, and participate in, the standards development process at various levels or countries. 

Prior to accepting work our Technical Associates are evaluated using internal criteria against the projected assignment. At a minimum expertise includes 20 years of work relevant to the SET/ISD assignment.

James Haughton, P.E. James Haughton, P.E.
Technical Associate

B. S. Mechanical Engineering, Manhattan College, Bronx, N.Y. President of, and Structural Test Engineer for Kinetic Research Corp. Over 30 years experience in structural and test engineering with numerous technical papers published. Space program work is primarily through the Naval research Laboratory and includes such programs as Clementine, Composite Clementine Bus, EPDM, HTSSE SEALAR, ATEX, ISS Interim Control Module, NEMO, and ISE. U.S. Project Lead, ISO Test Documentation standard development.

Specializes in mechanical launch environment analysis, acoustic, vibration and modal survey testing on spacecraft as well as designing and implementing specialized on-orbit dynamic tests. Conducts seminars on the practical aspects of modal survey theory including hands-on test techniques.

Tyrone Jackson, Certified Reliability Engineer
Technical Associate

A.A. Liberal Arts, Wright College; B.S.E.E., Illinois Institute of Technology. Principal of the Reliability and Maintainability Consortium. Over 22 years in the aerospace industry. Wrote computer programs to predict the reliability and the availability of different cruise missiles at General Dynamics. Reliability engineer in the development of an advanced radar system, and performed system level FMEAs and fault tree analysis at Hughes. Principal investigator of several Independent Research and Development (IR&D) projects at TRW. Evaluation of contractor Failure Modes and Effects Analyses (FMEAs), Fault Tree Analyses (FTAs), and reliability-related predictions performed on spacecraft, launch vehicles, and ground support systems at the Aerospace Corporation.

Steven L. Morris, Ph.D.
Senior Consultant

B.S. Engr. Sciences, United States Air Force Academy, M.S. Aeronaut. Engr., Air Force Institute of Technology, Ph.D. Aeronaut. Engr., Texas A&M Univ. 29 years experience in aeronautical and mechanical engineering, including theoretical, computational, and experimental projects. Over 24 years as an officer in U.S. Air Force as an engineer with 12 years on the faculty at the Air Force Academy teaching aeronautical engineering. Co-authored the textbook, Introduction to Aircraft Flight Mechanics: Performance, Static Stability, Dynamic Stability, and Classical Feedback Control, published by the American Institute of Aeronautics and Astronautics.

Specializes in aircraft design, aircraft flight reconstruction using recorded radar data and flight data recorder data, flight dynamics and performance, simulation, automatic control systems, aircraft stability and control, aerodynamics (including Computational Fluid Dynamics, CFD), thermodynamics, lasers, space-based navigation systems, aerospace education, and aircraft icing.

Fred Slane Frederick A. Slane

Twenty years as a space officer in the U.S. Air Force, STS payload engineer, spacecraft component R&D engineer and scientist, operations and operations testing, unified staff space officer. Research scientist for dust migrations in the lunar environment. Active in technical standards development for six years through the AIAA and ISO, Convenor for TC20/SC14/WG2: Space Systems and Operations, Interfaces, Integration and Test.

Specializes in launch integration, launch and initial on-orbit operations.

Guy C. Spitale, Ph.D.
Vice President

B.S. Physics, Louisiana State University; M.S. Engineering Space Physics, Air Force Institute of Technology; Ph.D. Engineering Applied Sciences (Nuclear), Univer­sity of California (Davis). Over 20 years with the Jet Propulsion Laboratory and 18 years associated with the U.S. Air Force. Defined charged particle radia­tion, met­eoroid and artificial debris, free neutral oxygen and other natural en­vironments for near-earth and deep space missions. Participated in nuclear safety analyses supporting Galileo, Ulysses, and Cassini. Member of NASA Ex­plo­sion Working Group on the Challenger disas­ter and the Titan 34D-9 explosion.

Specializes in physics of the near-Earth and deep space environments and space debris threat models. Interact with foreign, (particularly Russian) scientists and organizations to import technologies. US repre­sentative to the International Standards Organization (ISO) working group on space environments.

W. Kent Tobiska, Ph.D.

President and Chief Scientist of Space Environment Technologies, Inc. Over 20 years working with experimental spacecraft and space environment research. These programs include SME, Galileo, UARS, SOHO, TIMED, SDO, and currently Living With a Star (LWS). U.S. Lead Delegate to ISO TC20/SC14/WG4, Space Systems and Operations, Space Environments, and U.S. Project Lead, ISO Solar irradiance standard development.

Specializes in space weather and space environments under the influence of variable solar irradiances.

Robert C. Winn, Ph.D., P.E.
Principal and Director of Colorado Operations

B.S. and M.S. Mech. Engr., Univ. of Ill.; Ph.D. Mech. Engr., Colo. State Univ. Over 22 years as officer in U.S. Air Force as engineer and instructor pilot in four Air Force aircraft. Over 15 years teaching aeronautical and mechanical engineering at Air Force Academy and Colorado Technical University. Associate Fellow and Vice President of the Am. Inst. of Aeronautics and Astronautics and Member of Soc. of Automotive Engr.. Published over 60 technical papers, articles, and technical reports.

Specializes in automotive and aviation accident reconstruction; aircraft flight path reconstruction; aircraft icing studies; analysis of flight data recorder (FDR), cockpit voice recorder (CVR), and radar data; heat transfer; fluid dynamics; and modeling of dynamic systems.
